The end-line had to support credible attribution across a four-year program window, including two years of operating disruption. The donor required a published evaluation that would stand up to independent review.

Approach

    Conducted household surveys, KIIs, and focus groups in the original study provinces.

    Applied difference-in-differences analysis where comparison groups were available.

    Delivered an evaluation report and validation workshop.

Result

The evaluation was published as part of the program's close-out and cited in follow-on funding decisions by the donor.
