Baseline study for a multi-province agricultural livelihoods program

Problem

The implementer needed a donor-grade baseline across eight provinces ahead of program launch. The sampling frame had to support credible end-line comparison four years later.

Approach

    Designed a stratified random sample across eight provinces and three enterprise types.

    Trained and deployed 42 enumerators with real-time data-quality monitoring.

  3. 3

    Delivered KIIs with sector stakeholders and FGDs with target beneficiaries.

  4. 4

    Produced an indicator matrix and dataset aligned to donor M&E requirements.

Result

The baseline was accepted by the donor on first submission and became the reference dataset for the program's mid-term and end-line reviews.
